Ordinary PCB means that the signal frequency is above 1GHZ. HDI PCB means that there are buried holes and blind holes in the multilayer board.

HDI is the abbreviation of High Density Interconnector. It is a kind of (technology) for producing printed boards. It uses a circuit board with a relatively high circuit distribution density using micro-blind buried hole technology. HDI is a compact product specially designed for small capacity users.
